2015 Annual Meeting

BSBIA – Meeting held at Fair Have Fire Department. – June 6th 2015

Election of Officers- Tom Agnello President. Hal Berardi Vice President, Diane Banks, Secretary. Toni Santoferra, Treasurer.

Announced that this is his last year as president and to think about replacement. Please forward nominations to him at agnellotn@aol.com

I attendance Kim Parks and Dave Doyle- Gave sewer project update- very pleased with progress and contractor- To date 17,000 feet of pipes laid- they are ahead of schedule and the project may be completed the third week in August- Kim stressed it was very important to sign easements and that there was no good reason not to hook up to sewer system. Contractors need to decommission the septic systems and we could start using the sewer system- Electric boxes on homes and cottages have an alarm system which lets you know if there is a malfunction. To date 72 applications for hook up, that is about half. Die test will be done before hook up.

Doug Clemons and Dave Willard are out in the field it you should need to contact them regarding any questions you may have regarding the sewer project.

We need to advertise on our WEB site a list of contractors that are able to hook up the home owners- electricians, septic and sewer installers

Chris Lee- New regulations regarding opening channel – the DEC and the Army Corps of Engineers now states you cannot put the stone back into the bay until July, this will cost a lot more money to open and to put the stone back into the water-this leaves very little money for maintence digs- A suggestion on moving the channel opening was brought up- Chris Lee said he would have to get new permits and said he would look into it for next year. 2014 Annual Meeting

HELD AT SHADY SHORES 6/7/14

Officers present Thomas Agnello (President), Hal Bernardi (Vice President), Diane Banks (Secretary) Toni Sanoferrara (Treasurer)

Election of officers-unanimous decision to keep current officers- Tom would like to retire from his position as president and has asked to think of replacement for next year

Toni- provided treasurer report and updates on current member dues paid and outstanding dues- check for posting on web site for paid members

Chris from (shady Shores ) gave update on channel opening and updates on permits needed to keep channel open- DEC and State permits are in order- Next year we will need to get new Army Corps permit specs- Be aware the specs are changing- DEC permit expires in 2016 and many changes and issues will be required to obtain permit

Kim Parks and Marty gave sewer update- Kim issued plea to returm easements as this will speed up sewer project-(Tom Agnello) offered to have notary on his premises to speed up easement returns- September and October project should be started- Blind Sodus received 0% financing and rural development funding- The timing seems to be good due to cottages closing for season- Bids to go out in July for sewer project

Weed cutters are slated to harvest weeds in the bay- Please be aware of water lines in water and insure they are secure and deep enough so the weed cutting does not harm your lines

Hal Bernardi- to check and see if we can get re-stock of fish species- Suggested we ask Bass fisherman and other residents to return fish to our bay after catching and release

Phil Falmetzger (attorney) has offered to pay the $900.00 fee and apply his services in obtaining the BSBIA 501-C application- If he gets approval the association will refund him his money for permit-

DONNA HAS RESIGNED FROM THE BOARD AND TONY SANTOFERRARA HAS VOLUNTEERED TO BE
OUR TREASURER AND WILL BE TAKING OVER FOR DONNA AS THE TREASURER FOR THE
ORGANIZATION. A VOTE WAS TAKEN ON THE OFFICERS AND IT WAS UNANIMOUS YES FOR ALL
OFFICERS. TONI AND TOM WILL MEET AT BANK TO TRANSFER OVER SIGNATURE AUTHORITY
TO TONI FROM DONNA. TOM TO PICK UP CHECKBOOK ASAP FROM DONNA.

KIMPARKS (WOLCOTT TOWN SUPERVISOR) AND MARTY AMEN (WCWA) ADDRESSED THE SEWER
PROJECT- SURVEYS WERE MAILED, CAME BACK IN FAVOR 2 TO 1 FOR SEWER SYSTEM. PROJECT
TO START SPRING OF 2014 AND BE COMPLETE BY THE FALL OF 2014. THE SYSTEM IS A LOW PRESURRE SEWER SYSTEM
USING GRINDER PMPS. THE TOWN OF WOLCOTT FORMED A DISTRICT AND WAS ABLE TO AQUIRE THE BEST FUNDING PACKAGE WITH THE GRANTS AND 30 YEAR LOAN/BOND PACKAGES AVAILABLE- TAXES TO INCREASE BY APPROX.
$286.00 THE OTHER COST OF APPROX 300. WILL BE INCLUDED IN YOUR WATER BILL OR A
SEPARATE SEWER BILL. LOOK FOR HEADS UP AND UPDATES FOR SEWER PROJECT IN
YOUR NEWSLETTER OR WEBSITE. THE ONE TIME HOOK UP FOR THE SEWER SYSTEM
WILL BE AROUND $2500.00 WHICH INCLUDES HOOK UPS FOR ELECTRIC AND SEWER AND PUMPING
OUT, BREAKING UP AND FILLING OF THE SEPTIC SYSTEMS WITH STONE. KIM ALSO ADDRESSED LAKE WATER LEVEL- OFFICALS
WILL KEEP MEETING TO ADDRESS ISSUES

BIDS FOR OPENING CHANNEL –DATES LOW BID- COST APPRO. $6500.00, EMERGENCY DIGS WILL
COST EXTRA MONEY-ROUGHLY $400-500 TO DRAIN THE BAY TO BE AT THE LEVEL OF THE
LAKE AND AVOID FLOODING CONDITIONS. ONLY 2 OR 3 PEOPLE DONATED FOR AN EMERGY
DIG THIS YEAR.

TOM GAVE STATUS ON OUR 501C3 APPLICATION- DUE TO DELAYS WAITING TO HEAR FROM THE
NYS DEPT OF STATE ON OUR MODIFICASTIONS OF THE CHARTER, THE FEDS CANCELED OUR
APPLICATION AND ASKED FOR ANOTER INITIAL APPLICATION FEE OF $900.00 TO START
THE PROCESS AGAIN. TOM WROTE TO SEN. SCHUMER TO NO AVAIL. HE IS GOING TO WRITE
TO THE NEW COMMISSIONER OF THE IRS TO ASK TO HAVE IT WAIVED

CHRIS LEE IS SURVEYING THE CHANNEL AND NOT BE AT THE MEETING. THE CHANNEL DID BLOW
OPEN BUT THERE IS STILL MUCH STONE THAT HAS TO BE MOVE BACK INTO THE CHANNEL TO
GET TO THE OTHER SIDE AND THEN TO CUT DOWN THE WEST SIDE AND GO OUT TO REMOVE
THE STONE THAT FILLED THE HOLE. COST WILL BE ABOUT WHAT WE ANTICIPATED.

ANYONE SEEING THE PURPLE WEED PLEASE PULL AND DISPOSE OF BY BURING AND DON’T PLANT IN
GARDEN.

BSBIA GARAGE SALE SUGGESTED AS A FUND RAISER- GENE DRESSLER VOLUNTEERED TO HEAD UP THE

MEETING-JUNE 17, 2012 11 am at SHADY SHORES CAMP GROUND

TOM AGNELLO opened the meeting by sharing some of the correspondence from our members. Donna Siegfried is resigning as Treasurer – she sent a letter to Mr. Agnello in May. We are open to nominations to replace Donna. Bob Schneider has also resigned as liaison from Holiday Harbor and he and his residents have nominated Phil Thesing going forward. Tom read letters that he sent to each thanking them for their many years of service.

MR. AGNELLO EXPRESSED A DESIRE TO RESIGN AS PRESIDENT AND TO STEP INTO THE VACATED TREASURER POSITION. MEMBERS WERE ASKED IF ANYONE WAS INTERESTED IN STEPING INTO THE POSITION AND NONE CAME FORWARD. MR. AGNELLO ASKED IF ANYONE WAS INTERESTED IN THE TREASURER POSITION AND NO ONE CAME FORWARD TO VOLUNTEER. A NOMINATION TO ACCEPT THE SLATE OF OFFICERS WAS MADE BY MR. AGNELLO AND SECONDED BY ONE OF OUR MEMBERS IN ATTENDENCE AND THEN A VOTE WAS CAST- ALL WERE RE-ELECTED FOR ANOTHER ONE YEAR TERM – IT WAS UNIMAMOUS TO KEEP CURRENT OFFICERS AND THE TREASURER POSITION IS OPEN.

OFFICER REPORTS

MR AGNELLO PROVIDED AN UPDATE ON THE 501(C) 3 STATUS. MARK PODESH, ONE OF OUR MEMBERS WHO IS ALSO A CPA, HAS HELPED TO FILE THE PAPERWORK TO THE IRS. WE ARE VERY CLOSE TO RECEIVING OFFICIAL “NOT FOR PROFIT” STATUS. THE LAST LETTER WAS SENT LAST WEEK TO NYS DEPARTMENT OF STATE AND WE SHOULD BE GOOD TO GO VERY SOON.

HAL BERNARDI-ADDRESSED THE NEED TO RAISE OUR DUES TO $100 AS WE WILL NOT HAVE ENOUGH MONEY IN THE BANK TO COVER DIGS THIS YEAR AND IN THE FUTURE. THERE WAS MUCH DISCUSSION REGARDING THE EXISITING CONTRACTOR AND IT WAS DECIDED TO OFFICIALLY BID OUT THE WORK FOR 2013 DIGS. THIS WILL BE COORDINATED BY CHRIS LEE EARLY FALL 2012. IT WAS ALSO DECIDED THAT A SPECIAL FUND WILL BE CREATED BY THE RESIDENTS ON THE SOUTHY AND SOUTH EAST SHORELINE TO DO THE EMERGENCY DIGGS IN THE SPRING AND FALL TO KEEP THE BAY FROM VERY HIGH WATER LEVELS THAT CAUSE EROSION OF THEIR PROPERTY AND BREAKWALLS. IF YOU WOULD LIKE TO CONTRIBUTE $25 TO THIS FUND PLEASE DO SO AND MARK YOUR PAYMENT AS SUCH. IT COSTS ROUGHLY $400 TO DO AN EMERGENCY DIG. A MOTION WAS MADE TO RAISE THE DUES TO $100 FROM THE CURRENT $75 AND IT WAS PASSED AS WELL AS THE MOTION TO CREAT AN EMERGENCY DIG FUND.

A MOTION WAS MADE AND PASSED TO POST A LIST ON THE WEB SITE OF ALL THE NAMES OF THE RESIDENTS ON THE BAY AND THEIR BAY ADDRESSES AND IF THEY HAVE PAID DUES OR NOT.

DIANE BANKS HAS CREATED A BROCHURE FOR 4TH OF JULY CELEBRATION THE IDEA WAS WELL RECEIVED

KIM PARK, TOWN OF WOLCOTT SUPERVISOR – UPDATED US ON THE IJC PROPOSED LAKE LEVEL WATER LEVEL AND THE VARIOUS ACTIVITY THAT SHE AND OTHER TOWN SUPERVISORS ALONG THE LAKESHORE IN WAYNE COUNTY HAVE BEEN ACTIVE IN. SHE ALSO UPDATED US ALL ON THE SEWER PROJECT STATUS WITH FUTURE PLANS TO TIE INTO FAIR HAVEN’S SEWER PROJECT. KIM HAS SUBMITTED AN APPLICATION FOR A LOW INTEREST LOAN TO COVER THE ONE TIME CAPITAL COSTS OF THE CONSTRUCTION OF THE LINES THAT WOULD RIM THE BAY. THIS WOULD BE IN THE FORMOF A LOW INTEREST LOAN. THE PROJECT, IF FUNDED WOULD BE IN THE 2013/14 TIME FRAME AND A NEW WAYNE COUNTY SEWER DISTRICT WOULD NEED TO BE FORMED. IF APPROVED, A ONE TIME COST WOULD BE IN THE $1500 TO $2000 NEIGHBORHOOD AND ANOTHER $500 TO $700 TO DEACTIVIATE YOUR EXISTING SEPTIC. TOTAL ANNUAL COSTS WOULD BE IN THE $1000 TO $1500 PER YEAR TO RETIRE THE DEBT AND MAINTENANCE FOR THE SYSTEM. A NOMINATION WAS MADE BY MR. AGNELLO AND SECONDED BY ONE OF OUR MEMBERS IN ATTENDENCE AND THEN A VOTE WAS CAST- ALL WERE RE-ELECTED FOR ANOTHER ONE YEAR TERM – IT WAS UNIMAMOUS TO KEEP CURRENT OFFICERS.

TOM AGNELLO- ADDRESSED UPDATES ON MEMBERSHIP MAILING THAT IMPROVED OUR DONATIONS BY MORE THAN $1000 TO DATE AND SHARED SOME OF THE COORESPONDENCE FROM OUR MEMBERS AND NON MEMBERS, A RESPONSE WILL BE SENT TO THE ONE DISGRUNTLED PROPERTY OWNER. MR. AGNELLO PROVIDED SEWER UPDATES, WATER UPDATES. HE ALSO ADDRESSED THAT THE OFFICERS TIME SPENT IS COMPLETELY VOLUNTARY, RECOGINIZING ALL THAT THEY HAVE DONE THIS PAST YEAR AND THAT THE BOARD COULD USE SOME HELP. MR AGNELLO PROVIDED AN UPDATE ON THE 501C3 STATUS IN THAT MARK PODESH, ONE OF OUR MEMBERS WHO IS ALSO A CPA, IS READY TO FILE THE PAPERWORK TO THE IRS. MR AGNELLO PROVIDED AN UPDATE ON THE DEVELOPMENT PLANS FOR THE 80 ACRES ON THE NE SIDE OF THE BAY.

SEWER UPDATE- KIM PARKS WAS UNABLE TO ATTEND- BUT EXPRESSED HER COMMITMENT TO BLIND SODUS BAY WATER AND SEWER PROGRAM-
AT PRESENT THE FUTURE OF GOING FORWARD IS A FEDERAL BUDGET STALL –AS SOON AS MONIES ARE AVAILABLE SHE WILL CONTINUE THE IMPLIMENTATION OF THE WATER SEWER PROGRAM

Meeting called to order, intro of officers
Election of officers-unanimous vote to keep current slate of officers
Channel update- Chris Lee- opening will be done by John Dates-currently scheduled for Monday-Chris Lee did channel survey and states that the east side of channel is deeper than last year, it seems to have blown itself open and did not fill in much of hole- we are hoping for a two day dig, which would save BSBIA monies-looking into funds available for sledge cleanup and permits needed to barge sledge- need to have authorization from both DEC and Army Corp Of Engineers
Treasury update- Chris Lee for Treasurer Donna Siegfried-Beginning balance $10,573.19-we had two digs last year.
1st $11,742.50
2nd $1,160.00
Total dig bills 2009 was $12,902.
50-50/50 tickets netted winner and BSBIA each $456.00
shady shores bingo donated $2,325.00 in 2009- a special thank you to all the volunteers and the people who attend
Also I would like all the members to please send in there dues of $75.00 and welcome any new members-thank you
Kim Parks Town of Wolcott Supervisor- Update on survey regarding sewers- more than 50 percent in favor-Going ahead with plans to tie into Fair Havens sewer project- Kim has requested for appropriate stimulus funds and low interest loans to help cover the cost and construction. A project, if funded would be anticipated in the mid summer of 2011. One time cost associated with hook up to be in the $1500.00 to $2000.00 range and another $500.00 to $700.00 to deactivate and fill for septic systems- total yearly cost in the range of $760.00 to $780.00- this project is surly needed to clean up our embayment- with Kim’s help she is encouraging WCWA to take samples of bay water – any questions email Kim at wolcottsupervisor@rochester.rr.com
Hal Bernardi, Vice President-expressed concern of lake water level being 14 inches below normal-Bay level will go down 14 to 15 inches increasing weed growth- Tom Agnello, President- looking into getting weed harvesters into bay sooner- Port Bay and Sodus Bay has same problem- Vote to open bay-passed-Going ahead with opening
Tom Agnello,Presdent- 2 pieces of unfinished business- Need help filling out 23 page application to become a not for profit IRS 501(c)(3) corporation- Gene Dressler volunteered to help along with a Mr. Podlesh, CPA a new member of our association who owes about 1700 ft of the NE Bay frontage and acreage –also Tom is going to talk to Volunteer firemen to host Casino night- a sign up sheet will be available on our web site-www.bsbia.org or email him at agnellotn@aol.com
